It's probably a bit strange that Mnenth, such a nervous dragon, would choose someone who leads the relatively risky lifestyle of a thief.
Mnenth is nervous and skittish. He doesn't like new situations very much, and whenever there's any sort of danger around, he gets rather upset— and even if there isn't. He'll make mountains out of mole-hills— that shadow over there, is it one of those things that destroyed that hold? What about that rock, it looks incredibly pointy and it could be used as a weapon… that sort of thing. He'll try to talk Cs'ril out of taking massive risks— which will almost never work. The good side of that is that Mnenth functions as an incredibly good Look-out— his wary scrutiny increases in a hairy situation.
Wary and always on-guard, Mnenth almost never relaxes— it takes Cs'ril's patient convincing that there is no real danger for him to relax, and even then it happens rarely. He's also rarely withdrawn and aloof— he's slow to get comfortable with people and would be a total wall-flower, if not for Cs'ril's gentle prodding towards being a little bit social.
The specific nature of their deal is that Cs'ril keeps him safe, and Mnenth keeps Cs'ril safe. Mnenth finds this comforting, and for this reason hates it when Cs'ril is out of his sight. He tries to subdue this somewhat— in the weyr, for instance, because he knows that level of clingy can be obnoxious, and he's trained Daisi to keep an eye on Cs'ril and report to him about things— but that still doesn't completely alleviate his fears, and he's much more comfortable with Cs'ril around. He'll also nag slightly and tell Cs'ril off for doing risky things— all of this Cs'ril bears in good spirits.
For all of the neurosis, Mnenth is quite comfortable around Cs'ril, and Cs'ril around Mnenth. They genuinely adore each other, in spite of their massive differences.
